Not sure what you mean but do you have a joystick or something like that plugged in? It could cause some unintentional scrolling.

I have the same problem on the world map and the base map keeps scrolling to the right. I cant see the base. I guess I'll wait for a fix before playing.

I am having the same scrollign issues. I have disconnected my Controller and Joystick and restarted my computer but I am still getting the Avenger and Geoscape maps scrolling on their own... :(

I also have this endless map scrolling bug. Unplugging the USB Gamepad fixed it, but I don't want to crawl under the desk too often. Fix it.

Set
AllowJoystickInput=0
in
...\Steam\steamapps\common\XCOM 2\Engine\Config\BaseEngine.ini

If you are still having this problem and have unplugged your joystick/gamepad, be advised that other USB peripherals can also cause this problem. I know, for example, that if I have my webcam plugged in it causes this issue. Also, this issue isn't unique to XCOM2.

Perfect solution, thank you! Now I don't have to disconnect my joystick everytime I play XCOM2.

Also note that in War of the Chosen, there is another path to set AllowJoystickInput=0

..\Steam\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\Engine\Config\BaseEngine.ini

LOL came here for the "Scroll bug", and was like "wait a minut, is my joypad still plugged in?". Lo and behold, it was, sitting concealed behind the monitor.
Now unpluged, let us see if that helps.
