Yeah, it was neat. When the game started, the lights would turn yellow. Then in tactical it alternated between blue and red.

Very possible, I have seen it with other games
Alienware TactX Gaming Keyboard; its similar to the Logitech ones with the lighting effects. It was one of Dells early additions to revamping the Alienware brand (after they bought it)
You can still find them sold stand alone; but the alieneware desktops have now switched to roccat keyboards "with alien FX"
Not sure which one he meant
FWIW I think my current Razer Chroma does it too.
