Report a translation problem
If you look it up you can see a few different things that point to it such as info on the Xcom wiki page for Mutons as well as a reddit post talking about it. Maybe its just a highly perpetuated rumor?
and it dont helps that many players are to stupid to recogice that they use mods that do things to the game. and than they give ppl asking for help this mod mechanics as vanilla game mechanic infos..
Mutons special is that they do melee counterattacks when engaged in melee combat and dont dazed or in another way disabled.
It was an ability that the Mutons either had in a Beta build of the game, and it was cut, OR it was a concept that FIraxis decided to drop before it actually became a game mechanic.

About of a third of the way down. "Execute: Mutons can perform a finishing move on an adjacent stunned enemy."
Never seen this happen, but it's not a common combination of events to go off at all at once.
