It's pretty obvious that Stasis Vest is better than Plated Vest, but imo Hazmat's the only one worth much of anything because you'll still get injury time if you get hurt with either of the others, whereas Hazmat can outright prevent certain kinds of harm.
There is a fix in the workshop for it.
Of the three vests though, I'd still vouch for Stasis. While the hazmat vest technically renders you immune to certain forms of damage, those forms aren't that difficult to avoid and you've got Psionics who can do the same thing with their abilities if you absolutely must expose your soldier to them. Plated vests just aren't worth the inventory slot. At least Stasis covers you for healing as and when needed - that'll save you an action, which IMHO is the most worthwhile saving.

my main grenadier has 30 health and 1 armor thanks to her ability blastpadding.
if i plonk a war suit on her with plated vest she has 50HP and 5 armor
(Beta strike also influences the amount of HP gain a soldier gets from armor types and armor vests, thats why she jumps from 30HP to 50HP)
now, lets continue. 50HP + 5 armor means that any enemy that cant shred armor needs to have a damage output of 10 or more to kill the soldier in 10 turns.
*fyi only sectopod, gatekeeper, andromedon, avatar etc do in excess of 10 damage*
now lets grab a different soldier.
this soldier doesnt have blastpadding ability but it gained a few HP from covert ops and ill give it the warden armor (squad powered armor) so it gets the standard +1 armor and a big health boost.
put statis vest on this soldier and it has 60 health and it regens 16 more health max.
now what happens if enemies do 10 damage to it 10 times....... is it still standing like the other soldier?
Lets not forget the abundance of melee attacks in this game.
spectral zombies, lost, psi reanimated zombies, archon, andromedon, lancer, berserker, chrysalid........ it all doesnt damage armor and it all doesnt do over 10 damage.
most of them do 2-8 damage so that means with 5 armor points itll do 0-3 damage.
my soldier will be standing in a group of lost simply smiling as it tanks 8 guys slapping him untill the mission timer runs out while your soldier dies in just 3 turns.
the only thing that tips the scale in your favour is if you keep ur soldiers bunched every mission and you encounter enemies that will lob explosives ur way and use shredding attacks..... but the chances of that are just astronomical.
cannot play the vanilla game as its way too restrictive on equipment.
150% if we're talking about the Hazmat Vest, there's little more annoying than being forced to take environmental damage just to be able to do your job.
Ammo? They aren't here to shoot people.
Grenades? Grenadiers do it better.
Utility items? Typically if you need to use one it's normally after these guys got unlucky and failed to fully take down their target. Besides, spec's do a lot of them better.
