I personally like the HackPlus mod which gives you a small skill increase on every hack (+1 on objective unlock, +3 on 2nd target, +5 on 3rd)
A much better system than hoping to get those +20 hack chances. (Of which I saw none in my last two campaigns)
Addendum: I dont think you need to cheat or mod it, hacking gets OP in the endgame.

That won't be retroactive, however.
You get plenty of random +20 opportunities in the game.

As far as i remember, moving with a different character will not help you as the outcome is already rolled for this action. Maybe if you retry it in a later round, i will have to try that, but i normally avoid rerolling.
Anyway, to get a high tech skill (without modding), you should try to skulljack advents and hack security towers, sometimes you can gain a tech skill bonus randomly. Security Towers can always be hacked at the end of a mission (if the risk was too high during the mission).
