random skills from advanced warfare center
So after building the medical thingy I found out one of my sniper has learned some new ability different from her class.im just wondering how the game choose those skills and why is other sniper higher kills than her did not learn any skill.If possible how to increase those chances of random skills?

Unfortunately the author doesn't want to update the mod anymore even though a lot of people, including myself, have reported that his mod is a bit buggy :P

How it works is this: when the AWC is built, each soldier is assigned a hidden skill, and a rank that they will get that skill, between Sergeant and Colonel. When they are EXACTLY that rank, they will learn the skill. If they were already past that rank, they will never learn it.
Soldiers bought through HQ or BM will learn their skill immediately if their level meets or exceeds the required rank.

like gaining new abilities after reaching different ranks or just only one random perk per soldier throughout the campaign

I know it's random, and random can be wholly unlike what you expected, but... In my last playthrough (which I lost) it was so strange! I built the AWC fairly early--to heal the wounded faster. I checked my soldiers and none had any bonus perk unlocked yet, so I went on and played, and played, and played.

After some time, I became quite concerned when not a single soldier earned an AWC perk in that game, and I had developed several Colonels and Majors before I lost. I got most of my troops developed after the AWC, so very few of the guys could've missed their perk by being at Squaddie or Corporal level when I built it... but I finally began feeling like it was a bug and started trying to find out online if that's a known issue. I think it's ultimately a good thing I lost that game, because I really prefer having a bonus perk on most of my soldiers.

It might've been a bug--but it could've been random being random. How good are the odds that a soldier will develop a perk when they are promoted--if they haven't already??

The game has too much randomness but one of my ranger who has just learned two perks seems to have learnt a new ability that makes me scratch my head .As I was told that the random perk only unlocks at higher ranks

In the "Vanilla" (non-modded) game, you only ever get one random perk from the AWC, but if you use the "Chooseable AWC Perks" mod you can actually get up to three of 'em. However, as I also said the mod is a bit buggy and its creator doesn't want to update it.

If you really want to earn Perks for your soldiers the sure way go get the "True Retroactive AWC" Mod paired with the "AWC Reroll Tweak" mod as those two let's you get rewards easily.

I always thought that when you build the AWC, all the soldiers in your roster will be determined to get a perk at a certain rank in their development--and if they've surpassed that rank, they wont get the perk. However, a Rookie who sees no action until after the AWC is built is supposed to receive a perk by the time they reach Colonel rank, right?

The perk gain will be assigned to all soldier under 2 conditions when AWC built.

1) the perk
2) learning rank

if a grenadier sgt gain "run and gun", at "captain" rank, he will get the perk when he reached captain.

if a grenadier caption gain "run and gun", at "sgt" rank, he will never get the perk
