This is what I see...
1. In your Steam menu, right click on XCOM 2 and click Properties
2. Click on Launch Options
3. type in -allowconsole
4. This part requires a bit of the "honour-system": When your SPARK gets injured but refuses to repair, put it in Engineering and use a soldier's wounds as frame of reference (ie: Half Health 4 days, 3 quarter health 8 days, it's your choice) and when a mission rolls around and your SPARK has had what you feel is enough time to "imagine" him healing up.
5. When the mission starts, activate the Console with the default (`) key.
6. Hover over your SPARK and use the command sethp "hp#" (ie: sethp 12 or sethp 10) to set the SPARK's hp to full!
Basically, you can give him max hp at the start of each mission very easily with the console (which doesn't disable achivements), but if you want to get the full feel of the DLC while still being effected by this lame bug, you need to "police" yourself so you don't just set hp to max even if he wouldn't have had enough time to heal should the repair station be working.
On another note, my results have been inconclusive as to which mods could have done this, so starting a campaign in Vanilla may be a good option.
But if this bug is in the vanilla game, then Firaxis has probably gotten about 170,000 complaints about it, and is likely going to be sorted out in the next patch anyway.
sethp 9, or whatever numbers, doesn't work for me. set hp # looks like it should work, but doesn't. I've tried it on my sparks both in engineering, from the soldiers menu, and from the battlefield.
I can't help but think the syntax needs to be more than that? Anyone?
Like Dragon32 said, the problem could be the "It's just a scratch" mod. That mod has been reported to cause a bug that makes SPARKs irreparable. If playiing with Shen's Last Gift, it's better to use "It's Just a Spark" instead.
