I never got the option to get blue screen rounds

I destroyed a mec and never got the blue screen research.

You must recover a MEC body (so kill it on a mission that you do not evac from). Then you do the MEC "autopsy" as research in the lab. This unlocks Bluescreen Protocol in the Proving Ground, as a project. After Bluescreen Protocol is completed, you can build as many EMPs or Bluescreen rounds as you want in Engineering,

If you did all of the above, and still cant find bluescreen rounds, then you have a bug. Any mods?

I have the same problem. Done all the research and am about 3/4 through the game with no Bluescreen protocol. Makes it very difficult to defeat mechs, etc... Must be a bug. I have killed many mechs and autopsied them as well. I will report in the bug discussion.
