There are multiple pools. There are your personal pools where you store the characters you save. There are 3rd party pools you get from elsewhere and finaly there is the active pool. You have to import characters from all the other pools into your active pool. This makes them available for use in the game.
When the game starts it creates 15 or so soldiers for you to start the game with and puts 4 of them into your starting squad. Depending on the tick boxes you have selected these may be random characters, from the pool only or a micture of both. IF the game decides to use a pool character it will pull 1 at random from your entire active pool. Your ME characters are most likely there avaible for use. This could be as a squadie, a civilian or even a scientists etc. Again based on tick boxes you have enabled.
Voice packs are part of the customization options. You can assign any voice pack to any trooper at any time (sex restrictions apply) by using the armoury.
If your doing the tutorial/first mission then you dont get any time to do an customizations or trooper selection before this occurs.
Try disabling Mercenary Plasma Weapons and Some of the other voice packs your not using yet. If the stuff was working and suddenly stops it sounds like a system resources issue.
