When you blatantly overpower them ?
The best time to fight the rulers is with magnetics and plated. They`re still threatening but not overpowering. Although you can easily kill the Viper King even with base gear so long as you use the hunter weapons, and even without them he`s not THAT dangerous.
If you include the mission but never do it then they won't show up.
Which doesn't really answer the original question; does it?
What was asked is "how to disable"
Two choices:
1. Leave the DLC installed. When starting a new game leave the box checked for the storyline mission. In game. Ignore it. The alien rulers will never show up if you never do the trigger mission. There's no penalty for not doing it
2. Outside of the game, look in your library under Xcom 2 and uncheck the DLC to uninstall it.
I would recomend not bothering to uninstall it. This way you still have access to the customizations added. Simply don't do the trigger mission until you feel like it (if ever).
Which had already been answered. Thus it was time to move the thread into passive agressive humblebragging, as is customary with any game harder than "center camera, click mouse, press cover button".

You want to move on? Sure. Play the game on commander or Legendary, you'll want to leave the alien rulers until plasma or skip them, or hate yourself when they eat your A team on legend ironman because you didn't.
Alright. My Commander campaign is stalled because I`d rather play SPAZ 2 right now, but I`ll get on getting that utterly meaningless achievement at some point.

For what ? I`ve already done the alien rulers on that one. With magnetics. They`re not that dangerous once you know how to del with them.
It still depends a lot on luck/mission type even if you know how to deal with them.
I've ran into rulers on VIP missions in packs with other ADVENT where I have not had the time or luxury to scout around.
Meeting them under unlucky circumstances is basically a campaign ender until late game.

Depends. Sure, you can get pretty unlucky, but unless you get completely blindsided by the Archon King and you position correctly damage can be kept minimal. Stasis is the obvious go-to, of course, letting you set up or deal with any other active enemies. Even just the freezebomb at least gives you enough time to flashbang other "problems", and of course the axe toss, freezehook and rage strike are free actions with possibly delaying effect. DoTs are amazing, for once, and put a limit on how many actions the damn thing is gonna take at all. Rulers are also quite prone to triggering Bladestorm which also gives a stun chance with the Arc Blade.
Another important thing with rulers is to know when to end your turn. Sometimes it`s better to leave soldiers with actions undone if they`re not going to help as much as getting action back on another soldier with fewer ruler reactions inbetween.
I get the feeling doin it in one go without the best equipment would be bad news, plus losing the nice dlc weapons when a character dies.
