Any file in the documents\my games\xcom 2 directory (other than pool, save games, logs, that sort of thing - any config file, basically) will be regenerated when you run the game, populated with default values.
And if you want people to help you, you shouldn't treat them so aggressively. People are trying to help you, and you just give them aggro. Would you want to help someone like that?
Or try to fix it. Back up your saves if you're concerned you'll blow up your game installation. It's really not that big a deal.
One thing's for sure, constantly stating that you won't do it 'without a straight answer' when you're clearly asking a question that doesn't have one is redundant.
"Hello, my phone is acting up, i cant get a service anywhere"
"I suggest you do a factory reset and if that doesnt work, send your phone in"
"Yeah i'm not doing that, but seriously, what should i do?"
It does sound like something from /r/talesfromtechsupport subreddit....
