Faster healing, broken?

I'm still in my first game so I don't have any prior experience to compare this with. (just bought the game last week on sale)

I started out alternating the base between faster building or gaining intel while scanning.

But now I'm in the late game, everything is built and I don't really need more intel so I switched the base scanning to faster healing.

Thing is, I'm not seeing any improvement while scanning.

The last 6 or so missions I've been watching my heal times closely and if it says a soldier will take 5 days to recover, it always takes 5 days to recover. It doesn't matter if I'm scanning at the base (with heal faster on) or if I'm out putting up another relay tower or picking up supplies.

Am I missing something? Or is faster healing broken?

Was it always broken or has it become broken since the new shens gift DLC release?

I'm using no mods but I do have every DLC (including pre order bonus)

It should be working if you're scanning at HQ, but not when you're scanning anywhere else. If you're absolutely sure that it's not working when you scan at HQ, something is broken.
