Monthly supply drop issues...maybe?

I ignored a council mission ages ago, say...10+ hours ago in my current campaign and it said something about reduced income ( I read it but now cannot remember what it said and was unable to find a definitive answer about it elsewhere) and noticed my supplies drop from 100 something per month to 38 per month. (Yes, I know you have to go and collect them yourself they aren't auto added like in Xcom EW) I assumed this would last one month, but then, next month it's still on 38, so I focused solely on building radio towers and unlocking new regions. But after building 2 radio towers, my income dropped from 38 to 16 (wtf) then, when I made contact with a new region, it went from 16 to 98 (even though originally before the ignored mission I had near 200 (190 ish)

I have built a fair few new facilities on the avenger but not enough to have it this low (This is my 5th campaign, I know what I'm doing with building etc) I really need more supplies as I only have mag weapons (decided to prioritise warden armor over plasma) and everything is kicking my ass right now.

Supply drops are reduced by your building maintenance costs.

In the Commander's Quarters in the Avenger view (the room in the upper left) there's a menu that gives you a breakdown of all your current expenses. That will probably explain it.
