Report a translation problem
If you are using any mods; I would try turning them all off and load the save-game before the codex event in the shadow chamber, and see if it works then.
You may be able to re-enable the mods after that, but I'm not 100% sure of that, as like I said, I never actually tried that.
Failing that, I have no idea. You may have to run the usual gauntlet, IE: Re-validiate your game files, or clear My Documents/Games/XCOM2/config file folder, re-install the game, un-install/un-subscribe and re-install/re-subscribe to all your mods, and or the game itself...ect
Think it's borked a good run too :(.
By chance are / where you using the Xcom2 Community Highlander and the Idle suppresion mod? A post in the disscusion section of these mods by "I Darkstar X (Fall Semester)" suggests they (or a combination of these with other mods) may cause this to happen.
