XCOM 2
Are there any other games truly like this?
Steam seems to be clueless about what games are similar, recommending civilization and many other games that aren't at all like this.

I know there's phoenix point, but it's too similar for my taste and X-Com 2 seems more to my taste. I might pick it up on a huge sale but otherwise, not.
Chimera Squad I don't care for either because party members can't die.

To me it's crucial that there's character customisation, recruitment and chance of death in a turn based game like this.

invisible inc has similarities and is an excellent game.

You've already dismissed Battle Brothers which is your loss I suppose as it truly is excellent.
Xenonauts is a closest one I've ever come across, and they re-vamping this for Xenonauts 2 due for release soon. I also see Battle Brothers mentioned a bit, another on a similar theme is Urtuk: The desolation is pretty cool if you like that style - but these latter 2 don't have the base building elements are not really in the Xcom category.
Battle brothers is NOT a cheap mobile game. It's very deep and very hard. You will find it fun. The graphic choices are immersive and unique. Characters are customizable and you grow fond of them, just like in XCOM. It's worth every penny.
The Shadowrun games have similar combat. It's a story-driven RPG that involves a good amount of reading though. You can customise your main character's appearance, and you can customise to some extent the skills and abilities of the rest of your team as well, although they are all characters with their own personalities and aesthetic which you cannot change.

There's some lefty-politics shoved in at certain points which is a bit irritating, but by and large it gives you the freedom to play the game how you want. I'd recommend them, but just be aware that it is primarily an RPG, with x-com-type combat as a secondary feature.
Hard West I have, enjoyable but you don't get to recruit much and it sucks that there's no overwatch.

Mordheim I have too, I wanted to like it but it's too difficult to be fun and lacks in the customisation department. But mainly the difficulty is just not fun, it does not give you the chance to really learn it when enemies always have better equipment than you.
I'm really not looking for frustratingly hard games, I enjoy how it can easily be adjusted in X-com not only with difficulty levels but also mods to add an increase in difficulty at the exact bits you'd want it.
The game would really benefit from an easier difficulty option.
Here's a unique suggestion: the World's End flash game trilogy by Mezzanine Stairs. Main characters can't die, but there's a lot of strategy within its turn-based grid-based isometric combat, allowing for combos and whatnot. And it's free to play, if you have a way to play the .swf file, either on Newgrounds or through other flash archive projects.

No character customization though, you're playing a story through and through with a set cast of characters.

Just got a newly released game: Warhammer Age of Sigmar Stormground that might be something for you to look into.

Sorry to hear you don't like it. It definitely has a steep learning curve but once you understand the game mechanics and how to maximize your preferred character builds it becomes enormously fun (I have over 1000 hrs played and still going...)

If you decide to give it another try in the future be sure to save that link I posted. Using a character planner to test out the stat/skill/gear allocation you need to achieve your goal makes the game a lot easier. :mordheimbook:

Did you take a look at Valkyria Chronicles at all?
Yeah, Mordheim isn't for everyone, but if you give it another chance you may be surprised. The forum is very helpful and once you understand the rules it becomes very easy to sink hundreds of hours Into to it.

If you mention Civilisation I would recommend Battle isle2, truly turn based game quite old but still superb and also the upcomming UFO2Extraterrestrials that sticks to the X-COM: UFO Defense gaming schema. And if you are concerned about dying, do not worry about it. The UFO2Extraterrestrials alien invaders will probably take care of that unless you are skilled player grizzled from other turn-based games. Good luck though!
