You don't need that much intel for Railguns, only Scientists. A Specialist with a skulljack should keep your intel high enough for the whole game. As long as you don't trigger multiple pods or a boss. (Sectopod, Gatekeeper and Chosen)
I say that mostly for the dark events, always nice to have all the cards on the table when they come up.

.However on Legendary diff it will only reduce research time BY 25 % ONLY and not 50% as the descyption says.On other diffs it reduces it by 50%.
Buying scientist. for intel is a better value long term.
Legendary usually have x2 time on everything and x3 on excavation.
However by the time advent advanced troopers(force lvl 7) show up you should be tier 2.
