I can fully customize soldiers in Character Pool available in the main menu. I was able to fully customize all soldiers. But as of few days ago only options are those numbered "0". Single chest piece, single legs, single hat. Plus all Anarchy themed options. The elements I put on my soldiers at the beggining are still on them, except for forearm pieces which seem to be only thing not affected by the bug, as I still can choose from a variety of elements. But I can no longer make my soldiers look like, eg soldiers or cowboys. Only very default XCom pieces, single one for every part of body, or Anarchy.
I affects all soldiers, be that rookies or majors or whatever.
I'm more or less sure the bug appeared just after I finished Blast From the Past legacy missions, and switched to continue WotC.
As for saving to character pool, no issue there. They show up fully customized, but again, I'm unable to customize them again except for single vanila style and Anarchy.
Wierd, and annoying. Not gamebreaking.
You also have this problem? I had pretty large rooster of customized soldier before the bug struck, and they are fine (can't customize them much, but they are already customized to my liking) so I'm kind of easy on the "game breaking" part, but I can relate.
I'm going to try disable DLCs one after another and try to find which, if any, cause the problem, and if that's the case, if the load order factors to it (if I can have control over DLC load order).
