Report a translation problem
Ah yeah good point it was after the maintenance, thanks we will have to wait and see.
Then I found that the game wouldn't launch, as others report.
So I disconnected WiFi and started in offline mode.
THe launcher ran, but I got the "couldnt determine which mods were loaded" (or whatever) message and there were no mods in the launcher list.
Hopefully this gets fixed soon.
I have been working with this problem since 8:30am trying to figure it out. Had the same ideas you had, offline mode- same results as yours, verify intergrity and system cache, which is acutally running again for the 3rd time, and inability to access the workshop with any reliability. Looks like "hurry up and wait" is the answer at this point.
Edit: If there ever was an attack. Who knows. Seems to be an issue with the workshop, either way.
You can just google "XCOM 2 alternative mod launcher" and find one, I think there are a few.
you wont be able to change the mod loadout and will have to deal with some bs but it can run
