Not created equally/hidden potential?
Hello!

I just made a fresh reboot of windows with a fresh copy of the game haven´t played xcom 2 in ages and barely any wotc before.

I can't find hidden potential or not created equally in the second wave options, I don't remember if they were in the game or had to be downloaded, and I don't remember if it was for xcom 2 or wotc.

Are they unlockable after finishing a whole game or were they never incorporated into the game, can't seem to find mods either. I'm confused.

These options were never in XCOM 2. There are only mods.

NCE was horribly unbalanced in XCOM:EW especially if you used commander's choice and discarded rookieds with less than 80 aim so you just had rookies with 80 starting aim. thats 15 points of starting aim. for nothing.

bah.

in XCOM2:War of the Chosen your psi soldiers at magnus have between 93 and 100 PSI power. and everyone has varying amounts of will, so they probably have some variation between the various soldiers.

but with the passive bonuses from covert ops your guys will eventually get really strong regardless of their starting point.

yeah red "for nothing" , with the little problem that u need to hire around 30 soldiers to get one with 80 aim normaly. and than there was still the problem that u got the 1 in 4 chance it wasnt the class u want and need...... cant se any unbalnce in it, with u argument Ufo Defense and terror from the dep are really unbalanced too, because there u cant even uncheck the mechanics that worked like NcR and HP. its the biggest flaw in xcom2 and wotc that there isnt at least the checkable option for that.
