Avatar related covert ops not showing up??

Hi, several months ago I did 2 WOTC ironman campaigns, covert ops that reduce Avatar progress always appear at least once a month. Yesterday I start to play a fresh campaign again there is none showing up even I already research plated armor, spark, tier 3 weapon. I've started another campaign and got to plated armor, again I haven't seen any. Is this a bug or the devs removed this type of covert op?

I heard here that they get more common if the avatar progress is higher. Also, doing the chosen covert ops increases faction influence -> you get offered more missions -> more chances for avatar project.

Yea I know that, got +10 Avatar, not one showing up for 2 campaigns lol xD, Mid-campaign and I managed to destroyed 1 facility and made 7 contacts but haven't reached the second facility, somehow africa is not contactable for me, and it increases by 3 each month so it should be a lost for me, i don't even have time to fight the chosen.

Do you do story missions? Do you extend regions towards alien facilities or pick whatever region has greater income?

I have also had runs when I only ever see this covert action 1-2 times total.

I think it might also be difficulty related.

There are also a number of mods that alter/ remove this covert op so maybe check your mods as well.

yea I do, somehow it doesn't allow me to unlock western europe which contain one facility, even if I contacted East Europe, made a comm tower. There is no option to contact north africa. So i had no other choice than going in the opposite direction, unlocking almost all Asia, then go to south America, then go upnorth in order to reach West Europe. Ofc I don't have enough time for it. Like wtf.

The first 3 times I played. Avatar never goes over 5 for me, covert ops pop up pretty often also in veteran-ironman, troops level up pretty fast. Idk why it isn't like that this time, resources are harder to get, avatar is a pain to maintain.

There should be red dashes between your regions and regions with facilities and you are encouraged to follow them. Maybe you got a bug if you cannot follow them or if they are not present.

The red line is there. It just does not allow me to contact, I have spare contact slot, it still says I have to unlock adjacent region or do resistance op on it that I already did. It might be a bug.

If it's mentioning that you need to complete a resistance op it might mean you can't contact it because there's an active covert op in the region. Try contacting it after your current resistance op is finished.

There is no op running actually, it has been like that for 3 months, so it must be a bug.
