XCOM 2
The Chosen Warlock is the broken.
Now, I know what you're thinking - "He's not that hard"
That's not the kind of broken that I actually mean. He's not difficult.

It's just that every time he appears in a mission, he'll use his Spectral Zombie ability.
The next turn he'll move one tile, and that's it.
That's all he'll do. For his entire turn.
He just mills about on one corner of the map waiting for his Spectral Zombie ability to come off of cooldown instead of making any actual tactical moves towards you.

And he'll continue to do this until all other ADVENT units are dead or you spot him with an unconcealed soldier.

For, like, 20 turns I watched him with my Reaper. He would spend 3 turns moving 1 tile a turn before using Spectral Zombie, and that's all he did.

And every turn I had to listen to his drivel.

God, he's so broken.

I'm killing him first.

That said, the spectral zombies can be a pain. I was on a retaliation mission with resistance fighters on the field. I pose my troops in various spots, two of them next to a car. Then the Warlock shows up and creates a spectral zombie which walks in between my guys next to the car, and primes itself for explosion. So I am thinking: "As soon as it is my turn, I move my guys out and blow it up"... and then the stupid resistance fighters start SHOOTING AT IT.

And resistance fighters don't miss. Ouch.
It really wouldn't be so bad if he actually sought your troopers out but he just paces back and forth in the corner whilst spouting rhetoric and insults at you.

Lol, I had this exactly happen myself recently.......

It did not go well.....at all.....

I think this is actually how he is designed...He is the easiest of the chosen and gives the worst loot.

In fact the only benefit to getting his gear is if you equip it on a specialist it actually makes them useful for direct attacks.

Resistance fighters can miss.
I don't think that's a bug, I'm pretty sure that's intentional. Both the Warlock and the Hunter have long ranged abilities they'll use to harass you before you reach them. You have to get within a certain distance (Don't have to activiate him, just be close to it) before he'll move towards you.

Only the Assassin actually moves towards your squad right away.

If he's a long way from you he's tougher, if you are defending somewhere and have to sit there it is very annoying. But honestly once you get closer, he's cake.

The same general argument (that is, him being weak and ineffective while not engaged directly) can be applied to the hunter chosen as well.
I'd even say it actually applies to the hunter much MORE since his "tracking shot" ability is hardly even an inconvenience.
So that's two chosen out of three having this problem.

except that the Warlock has plenty of abilities he can only use at close range, such as Mind Scorch and Mind Control.

I think they should have AI adjusted so that all Chosen (maybe, with the exception of the assassin) try to engage you with another pod or just summon some reinforcements and then move in.

If there aren't any enemies to worry about, they are hardly a threat. Since Warlock and Hunter both tend to keep back as much as possible, they tend to be an absolute faceroll.

Actually in some cases the resistance fighters do miss, though idk what the chance of a hit is. But yeah, as helpful the resistance fighters can be, they can be dumbasses sometimes

I believe their default to-hit is 95%, so whilst there IS a chance they'll miss, it's only about one-in-twenty

Honestly, the hardest I found remained the Assassin. Her melee attacks are brutal and your only real chance of avoiding them is plastering the area with battle scanners and hoping you can drive her off if she reveals.

The Warlock was probably the nastiest surprise though. I once had him and his band of bastard spectral homies turn up on a crate retrieval and the constant explosions brought in enough Lost to resemble WWZ.

Yeah I'm not saying that he's hard, just annoying. I'd like him a lot more if he was an active combatant like the Assassin is, rather than just sitting with his thumb up his ass doing literally nothing for three turns.
