Does it say all DLC that will be released is included or it specifically describe 3 that you already own? Does it say future expansions are included? No, it say Reinforcement pack, which includes 3 DLCs.
This exactly same description is in the store page since the deluxe version was announced.
Btw, deluxe editiion or season pass doesn't mean all content included, what this kind of deal offers may vary, reason why you should read what they are actually offering. If it doesn't say all future content included, then it's not included and you shouldn't buy unless you think it still a good deal.
And I'll have to disagree with you that the DLC's are no more than what you can find on the workshop.
"Season pass" is pre-ordering DLC (usually without even a clue of what said DLC is going to be about).
"Deluxe" is a package released at launch or close to it that contains some of the early DLC (usually limited to the "good" DLC and at a small discount compared to buying them individually).
"Game of the year" (or GOTY) is a package that is usually made when all planned DLC have been released and contains all of the major ones, sometimes even the smaller ones, and often comes at a decent discount compared to buying individually.
If what you buy doesn't say anywhere that it provides future content as well, it means that it most likely won't.
Also, if this is going to be the last DLC (who knows), it's likely that a GOTY package will appear soon after it too, so if you want to buy all of the DLC at a discount and in one package, wait for that.
I hate your stuff, here have my money so you can make more of what I don't like. Then there is the people that even leave a negative review, while still paying others to do more of it! Yay! People drive me insane.
That said some of the workshop stuff is good. Some of the DLC stuff is good. I don't see the problem. Good stuff is good, and this latest one looks to be the largest yet. But you know, you can always not buy what you don't like and you'll be just as well off as you were five minutes ago.
I'll cover the gamblers that preorder stuff, well that's on you. Don't gamble and you won't have an issue with getting something you don't like. But yeah people preying on that with discounts before the game is out for reviews and some companies banning press copies of games to not allow those reviews to get out there are scum, but as far as I know these devs don't do that so.
Those are the companies I refuse to buy from it seems these days.,
The new expansion was originally thought of to be included into Xcom 3. There are also literally over a hundred new things in the dlc as you can gather from multiple articles and videos.

Delivering exactly what you bought is hardly a scam. If you thought you would get an expansion when you bought the deluxe edition it's your fault and your fault only.
Firaxis actually did a pretty good job with Xcom 2, considering that they actually gave a description of the content of each DLC once the Deluxe Edition was available. Usually this kind of deal are more vague, Civ VI is an example of this.
