It might also vary with difficulty.
Anyway, normally I research them fairly late in the campaign on Legend, and see values of 70-90 for pads and 100-120 for caches, or something of that order, going off the top of my head.
That is worth a lot more than the black market sale price.
(Hint: The three wanted items at the top of the black market selling list are worth three times the normal value. I am mostly fine with selling stuff each month to get enough ressources.)
Are you sure they are worth three times the amount? In my campaigns it's always double.
"The Black Market will show interest in certain items in XCOM's stock, and will pay more Supplies for these items."
