But i wouldn't suggest you play WOTC like this. Because after my 20th attempt or so, i'm quite positive if you choose "Character Pool Only", your first 12 soldiers will get Standart Combat Intelligence. I got at most Above Average. I don't think this is about RNG, there is clearly a code for that, either intented by devs or bug.
I finally started my game with random soldiers in the end.

And did I get that right, in any given game, the maximum number of characters used from character pool is 30? Everything beyond is random?
There is no limit, EroTheMad was refering you the 30 you made when using pool only. Can't say for sure if they will all have standard combat intelligence but if you use pool and random you will get some character pool people and some randoms. I think the game has preference for custom created characters though. One more thing, when you promote said characters they are NOT guaranteed to have the class you assigned them, not without mods anyway.
Yeah, I knew that about the promotion, and using character pool and reandom is a solution, but I wanna know what happens if I set to character pool only with little (30 or so) characters in the pool. What happens when does run out? Because you start the game I think with around 15 characters, so... What's then? Does it begun to recycle my characters from the pool, or does it begun to just create random soldiers? That's what I really wanna know.

Gatecrasher: the 4 soldiers will be from the character pool
Barracks: most of the soldiers there will be from character pool
Recruitment list: the remaining soldiers from character pool will be there
this means that any soldier obtained as a mission reward or stratergic scan won't be from character pool.
So unless you make 60 characters or so, you'll end up with a mixed barracks, some from thge pool and some new ones.
For me many character profiles were related to their class, so a callsign "devastator" that ends up beeing a specialist hurts my immersion. I resolved not giving callsigns to character pool, but still it's odd.
Not to mention psi operatives: a white haired purple eyed "prophet" that ends up beeing a sniper... For those I recruit a random rookie and reedit it as my psi-template every time.
So in the end I don't know how much i like this feature, and ending up not using it.
You can still get Character Pool characters to spawn as rewards(soldiers), provided they are not already recruited or in the recruitment waiting line, if somebody were to pool up 60 people you would have more than enough to have the Barracks and Recruitment list filled. Unless this was changed in WotC is was like this in Vanilla.
