In what universe is Ruler Reaction a fair mechanic?!
What the ♥♥♥♥ is fair about your ENTIRE 6-MAN SQUAD being knocked unconscious DURING YOUR OWN TURN?

Always take mind shields. You'll never get knocked out. Also keeps Chosen from dazing your guys. There are ways to mitigate the ruler reactions like Frost Bombs. Also, anything the has a DoT effect- Dragon Rounds, Acid Bombs and Poison- tic every time they react.

If you really want to cheese it though you can use a Colonel Reaper with Homing Mines and Banish with a Repeater and Expanded Mag on their rifle. Move up, pop a homing mine on the Ruler, then on the next round drop your second Claymore next to it so the Homing Mine sets it off. Then Banish. If you have an Expanded Mag and a Superior Repeater you will Execute it almost every time, and if you don't it will be nearly dead so your other guys can finish it.

Reapers with banish + repeater + extended magazine can kill every foe in the game in a single move, including Chosen and Rulers. In the very small chance that it doesn't die from execution, its hp would probably drop to few digits.

For your answer, yes Rulers suck ass (The Chosen are a much more improved boss like enemies). If you know you are going to face them, be prepared with the special weapons and use every opportunity to stun them and use free actions. Sometime it's wiser to end your turn even if some haven't taken theirs yet, just so that a soldier with a stunning weapon/item would get their turn back.

Where do you get Claymores and Homing Mines? None of my projects have given me either, and I only have 1 Frost Bomb from the DLC supply drop that I had to use on the Viper King.

Claymores and homing mines are on the Reaper class from WOTC.

The alien hunters DLC gives you multiple weapons capable of stunning the alien ruler. The grenade and the harpoon work great. If you skill correctly your grenadier has 2 uses of the grenade. There is also a pistol but I cant remember if it stuns or not.

You dont "have" to kill the ruler when they show up. Take off 1/3 of there HP and they run away.
With sensible usage of the frost grenade followed by a high damage skill or 2 from a couple of squadies and they will try to run away.

Hit the ruler with any kind of DOT and they continue to be damage while frozen. You can then use this time to re position or attempt to do more damage.

Claymore is the Reaper's secondary wepon, homing mine a Reaper perk for it. And it is not supposed to be a fair mechanic, this is not chess. You can use frost bombs, boltcaster, free actions, damage over time like fire or acid... there are many options to choose from.

they were nerfed in wotc, so just reveal them with a reaper and snipe them from a far. hell there are even mods that nerf them more if you want.

Yep. Using a Reaper as a spotter and sniping them from way out works good too, especially if you have the Hunter's rifle and a Sharpshooter with Shredder. If you have Guardian on a Specialist you can also just overwatch trap them and hit them multiple times as they rush in.

There are a lot of ways to deal with them since WOTC came out, even without any mods installed.

It wasn't the queen. It was the big Hulk-like dude from the main campaign.

I dunno what Reaper is because I have all the DLC but I'm playing the vanilla campaign, and he was kicking my ass while I was scrambling to stop the Avatar project. I eventually got lucky and one of my Sharpshooter instakill procs killed him at half hp, after about 12 retries on my third encounter.

I don't have any Specialists with Guardian yet. Still a few kills away. I did bring 2 specialists with Shredder and a Frost Bomb, but I still would've lost my whole team if I didn't get that instakill proc.

If the DLC is installed (and you haven't actively chosen not to use the WoTC content) they are part of the vanilla campaign (theres no separate campaign for them).

You don't even have to kill it, just damage it enough and it will retreat. Not op at all. Also, fost bombs, use them.

It's not a male design. Muton females are larger and more aggressive than their males. A feature not particurly unusual in sexually dismorphic species.

Hyenas would be a well known example of such a thing.

It's also worth noting that when it comes to the Rulers, you're expected to make use of as much CC as possible. Make sure to bring the bolt thrower and flashbangs, as well. Also, burn and poison effects.
