Personal Combat Sims Bug?
The Personal Combat Sims keep showing the (!) mark (similar to Weapon Upgrade when you have unused slot) even though I already applied it to my soldier. I think this happened after I got the Adaptive PCS upgrade.

I tried the console command SetSoldierStat eStat_CombatSims set it to 1 but it still display that (!) mark. Setting it to 0 removes the (!) mark, but also makes the soldier unable to use PCS.

That mark is quite distracting and annoying, honestly. Is it a bug or is there any way to "turn off" the (!) mark?

The adaptive PCs upgrade allows you to remove and swap in / swap out PCS chips.

I get this same exclamation mark on my GUI. I have no idea if there is any logic going on under the hood to work out which chips are better than others but sometimes it goes away.

Its not a bug as its just telling you that there are options available for that slot, which is good becuase as your progress you can can replace all the +1 chips with +2 and +3 etc.

As for the mod, cant help there sorry. Ive never seen one on the workshop.

This seems like an oversight because it's so distracting. I don't also understand why I cannot sell all items at once at the black market (I remember it's possible to do so with XCOM & XCOM: EW).
