is it possible to get another reaper after elena dragunovs death?

Yes, dead faction soldiers can be replaced. You just have to wait until you get a covert operation with a faction soldier as reward.

Or, you can leave Dragunova to be captured, hire a replacement reaper, and after several in-game months you will get a mission to rescue Dragunova. That way you can get several faction soldiers. I once got 3 templars using this trick.
