WOTC - resistance groups question
I've been fighting the Chosen for awhile now and a bunch of Advent facilities all around the world have begun to pop up (they are red). It says the mission is locked and that I have to make contact with the local resistance groups in the area before I can access the mission there. However, everytime I try to contact more resistance groups, my chief engineer is telling me I'm maxed out on resistance groups. I am currently 6/6.

I guess my questions is, how to I expand my resistances?
I've been building towers and scanning everything I see.

Sorry, this is probably something obvious but I am totally missing it and nothing I have read can give me the answer.

You need to build resistance comms buildings. Only two required in all for all 16 regions. Upgrade them so they give you more contacts, and staff engineers in them to also add more contacts. You won't need the second one until late game.
It costs 80 intel to contact a neighbouring region, only if you have a tower next to it/linking it. Otherwise its 160 intel. Usually you might spend 160 intel, on only one region during the whole campaign but upto you. You also get the continent bonus if you have build at least one tower in that continent.
Progress to the regions with the facilities as your priority or the avatar clock will likely catch you out, then its game over..

It's 40 per distance from a tower below Legend.

You also get the continent bonus if you have build at least one tower in that continent.
Inaccurate. The continent bonus shows what you need in order to get it. Oceania, Europe, and South America need 1 radio tower. North America, Africa, and Asia need 2.

you need more contacts, you get them from building resistance comms, upgrading resistance comms, sticking engineers in resistance comms, scanning +1 contact map locations and getting them off the covert operations ring, and temporarily increasing your limit with resistance orders.

you start with 3 contacts, you get 1 contact from the resistance comm, 1 more for upgrading it, and 2 and 4 for stacking engineers for a total of 11 contacts. of the 16. the remaining 5 I pick up with the covert operations ring or off the map board.

Note that the engineer on the right on an upgraded Comms gives 4. Even if there's no engineer on the left.
So uh... yeah, assign one to the right first.

Got it. Did that and now I am all over the map gaining new resistance groups:)
