It costs 80 intel to contact a neighbouring region, only if you have a tower next to it/linking it. Otherwise its 160 intel. Usually you might spend 160 intel, on only one region during the whole campaign but upto you. You also get the continent bonus if you have build at least one tower in that continent.
Progress to the regions with the facilities as your priority or the avatar clock will likely catch you out, then its game over..
Inaccurate. The continent bonus shows what you need in order to get it. Oceania, Europe, and South America need 1 radio tower. North America, Africa, and Asia need 2.
you start with 3 contacts, you get 1 contact from the resistance comm, 1 more for upgrading it, and 2 and 4 for stacking engineers for a total of 11 contacts. of the 16. the remaining 5 I pick up with the covert operations ring or off the map board.
So uh... yeah, assign one to the right first.
