For me, I set a benchmark of $1 per hour of the game I've enjoyed.
Just clocked in hour 101 for XCOM2 without any DLC, and purchased release week for the full $60 price. So I'd say yes for the base game (with mods to fix some of the undesireable parts of the game).
The DLC, I can't really speak for. A good portion is just cosmetics and isn't worth real money. Shen's Last gift, when not on sale, is a good addition.
War of the Chosen fixes some of the base game's optimization problems and adds quite a bit of new content, but some of the bosses cheat the action economy and can really piss you off in ironman games. That last expansion has its own pinned thread for price discussion, if you really want to know how people feel about that detail.
While WOTC fixes a lot of stuff, it doesn't fix everything and it seems to introduce other bugs.
Like characters appearance getting messed up randomly. Fix them and then go equip a different armor and they go all messed up again, even their head appearance changes. Equip an item and they change appearance completely, looking like a totally different soldier from the character pool that's not even active in this game.
Or how changing torso and then just hovering (not selecting) over the Anarchy pack torso options messes up their arms.
A lot of other stuff that I can't remember... Right now I have a bug with weapons getting transformed back into lower tiers while still retaining all the attachments. Since you can't remove attachments, that's a problem. It may be a mod induced bug, so I'll let this one slide.
Then there's little irritating ones for me personally: typos here and there (not acceptable years after release), immersion breaking stuff like mentioning the Avatar project in the research description for a data pad. I was like what Avatar project, we just started the game. Spoiling their own game sigh..
Or "incendiary grenades do more blast damage than all other grenades" - me looks at the stats: incendiary damage: 2-3, plasma damage: 4-5 Does not compute..
I used to take issue with the DLC released at full price, after seeing WOTC I don't anymore, it's got a lot of stuff in it. But at the combined price of over $100, it has to be flawless.
There's also other stuff that leaves a bitter taste: no performance improvement patch if you don't buy WOTC (there was word before WOTC release that there would also be a free patch but it seems that didn't happen, devs too inept to handle 2 code branches), "integrated" DLC that disables core parts of previous DLC and just leaves little bits and creates confusion (you just meet a powerful new alien and then Bradford is like "of all the aliens out there she just had to mess with a Berserker" - umm what? who's "she"? - if you haven't played non-integrated DLC you don't know that "she" is Vahlen and the whole story with the Alien Rulers)
I'm almost embarrassed to say I have 400 hours on xcom2 and still on the fence buying 24 dollar WOTC expansion. Am I normal? Lol
