Related advice: You should aim to spread around experience a bit instead of always sending the same soldiers, but pick 2 to use as much as possible to make a beeline for the mininum rank requirements for the squad size upgrades.
As for building, GTS and resistance ring are the top priority two.
First 9 power (on WotC) is GTS, Resistance Ring and Resistance commss.
next 3 takes longer to get to, I dig down and stick in a power plant, and a second building ..proving ground maybe. next slot I leave empty incase I get +3 power somewhere like the map or covert operations in which case it gets a training facility.
Power coil gets the Psi Labs. other power coil gets the shadow chamber. Gonna need a second power unit somewhere. infirmary is useful if you can spare the engineers. last two builds are the turret facility, and .... if I have time and power the lab. both are not required I just get to them last cuz I got two slots left and no longer need my engineers to dig, so they get put on power so I got spare power for buildings and they provide marginal use.
I've seen very decent players argue for pretty much ANY building as a good #3: lab, PG, infirmary, power, comms, training center.
In vanilla, there is a stronger case for building res comms early. Its just that in WOTC, there are so many other ways to get resistance contacts, so you can afford to build it much later.
If you are new to the game, the awc is a good choice since you may be getting injured a lot.
In WOTC if you don't expand you can counter the avatar meter with a resistance order and/or covert ops, so the pressure to expand is much lower than it was in vanilla. You can also get resistance contact upgrades much more easily.
AWC helps a lot if you are getting a lot of injuries and in vanilla you have to pay $25 supplies if you want to scan for medical aid as a fallback.
I had forgotten that you had to pay a fee to utilize those bonuses, I'm glad they got rid of that.
We aren't talking about decent players. we are talking about new players who need help.
the thing that will help new players the most and most likely prevent a game loss is res comms as a third build.

I know I have 2 resistance comms instead of a resistance ring. Advanced warfare system...kinda want to build it sooner rather than later because you'll miss AWC perks on your first six without it. but they almost always miss their AWC perks anyways.
basically you need 2 power buildings 2 resistance comms, 1 GTS, 1 AWC, 1 Psi, 1 Shadow, 1 proving ground
Workshop, Lab, and Turret facility are not worth building.
