How do I get another skirmisher ?

Its possible to get another skirmisher even if you do allready have one. There is a slime chance of a recruit a skirmisher mission in covert ops. If you have no skirmishers, becuase they died then the chances are increased that you may see the mission. Its not 100% guaranteed though.

There is a mod on the workshop that forces the mission into covert ops if its avaliable.

If memory serves me right, you also need a good standing with his patron faction.

When one of your Faction heroes dies the chances of the Recruit Hero thingy showing up in the Resistance Ring go really high, I;ve never not been able to get a new one in very short order. To get a second one when you already have one it is very rare, but still happens.

Not sure what happens if he is captured though. I guess he isn't technically dead so you might not get the Covert Op to get a new one.

If they are captured eventually there will be a CovOp to find then and then a mission to rescue them thats a special type. Even if you dont have a lot of rep with the faction there will be a mission eventually to recruit another (have gone through several reapers in a row before and volk just kept sending them along...)

addfactionsoldier in console command gives you 3 free Faction soldiers, one from each faction
