Chance to recruit are as follows:
1. Standard - 50%
2. Above Average - 25%
3. Gifted - 15%
4. Genius - 9.5%
5. Savant - 0.5%
Combat Intelligence re AP:
1. Standard - 3 AP for leveling up;
2. Above Average - 4 AP for leveling up;
3. Gifted - 5 AP for leveling up;
4. Genius - 7 AP for leveling up;
5. Savant - 10 AP for leveling up.
Way of ameliorating that - some Covert missions let you change combat intelligence.

if its retro active it would imply you would get 21 AP for a standard soldier and 70 AP for a Savant so promoting a standard soldier to savant would get you 49 AP.
I don't think those numbers are true though.
also hero soldiers get more AP per level over regular soldiers.
