Report a translation problem
Controller support was flaky in the base game of xcom2 requiring fiddly work-arounds for allot of people.
The system was altered for WOTC and most threads indicate it got worse rather than better.
If this works try launching the game next time without big picture mode on and see if the configuration sticks. If not this should at least work in big picture mode
This didn't work, sadly. it still straight up doesnt recognise the controller.

No need for Big Picture at the time of this post, "controller options" are always present.
Just gotta disable the right-click "forced off" that you'd already put for the regular vanilla XCOM 2, then do the "gamepad" thing and restart. Then (finally) be able to choose "controller" in the game options just so you save it and put "forced off" back on and then everything's fine like in vanilla XCOM 2.
The steam handling of PS4 pads seems pretty good now. On Witcher 3 it even changes the light colour to red when enemies are near, just like on PS4.
