Leaving a Soldier Behind
If I leave a soldier behind on purpose I'll eventually get a mission to rescue him, right?

There is a chance. It is not guaranteed.

Meh...I don't want it that bad.

If you leave a soldier behind you get a chance to rescue him in one of two ways. The most typical is that you RNG into getting a covert op to locate his prison, finish the covert up and then finish the stealth mission to extract him. You get new covert ops each month, so it's luck whether you get the mission this month or not.

The other way is that during one of the VIP rescue missions the VIP turns out to be your lost/captured soldier. Again, very rng, very uncommon.

Are you saying that one way or another I will have a chance to rescue the soldier? Whether through a covert op or a council mission? If that's the case then maybe I'll go ahead and do it.

I've been on rescue missions before when a soldier was captured by the Chosen, but never this late into the game - August of 2039 (I think).

Well, that's not entirely correct. A covert op and a stealth rescue mission only happens with soldiers captured by the Chosen. Abandoned soldiers you can rescue only through a random VIP extraction mission.

That changes things. I wanted the specific rescue mission at the enemy base; not the random VIP extraction mission.
