How to Make Characters From Character Pool Rarer?
I've recreated a bunch of my MVPs from my first successful XCOM: EW campaign. However, I feel they keep spawning too often. Finding them should be a huge moment for me, but instead I'm just handed five or more of them at the start and can recruit even more of them right off the bat. Are there any mods or settings I can use to reduce character pool spawning?

Aside from bloating the character pool, you can turn off getting them as randoms altogether. On the top bottom you can control how is the pool used. If you select randoms only, then you are super likely to get randoms as your XCOM troops. However this doesnt remove your soldier from rotation and instead makes them rare troops from rewards or blackmarket.

I noticed that while launching LWOTC and i just made my troops as generic as possible so i dont feel that sad when they die, otherwise i had my pool of custom mades that i am somewhat fond off. So i turned randos only.

Four months later (In game), i decided to take a look in black market and i saw one of my custom made soldier there so i bought him and made him an officer cuz he is unique. Month later i had a mission where i could get another such selfmade soldier as reward. So in a hail of generic soldiers its possible but rare to get your favourite troops.

Besides changing the options in the character pool settings (or in the ini files) to mixed. There's no other way to affect how the weighting works, it will still always draw from you're character pool and if that pool is small you're going to get the same units show up all the time.

So the only way to decrease the odds is to increase your character pool size, Play barbie, save that random guy who made a clutch shot.. etc.

Go to christopher odds youtube streams. Find his latest xcom2 playthrough. Look at the readme. It will list details of how to grab his char pool. Grab his latest. (grab the customization mods if you want too but not 100% necessary) Import it into your game. Get 100s of custom chars each one had crafted with a bio. Chance of seeing any one much reduced.
Only problem will be scrlightly screwy customisations if you dont grab the 10000 mods he uses.
