So the only way to decrease the odds is to increase your character pool size, Play barbie, save that random guy who made a clutch shot.. etc.
I noticed that while launching LWOTC and i just made my troops as generic as possible so i dont feel that sad when they die, otherwise i had my pool of custom mades that i am somewhat fond off. So i turned randos only.
Four months later (In game), i decided to take a look in black market and i saw one of my custom made soldier there so i bought him and made him an officer cuz he is unique. Month later i had a mission where i could get another such selfmade soldier as reward. So in a hail of generic soldiers its possible but rare to get your favourite troops.
Only problem will be scrlightly screwy customisations if you dont grab the 10000 mods he uses.
