Anyway, off the top of my head, I think the HQ scan gives 4-8 intel every 2 days (or every 1 day if you have the 50% scanning bonus from a hack reward), whereas an intel resistance rumor scan takes 6-8 days and yields 40-50 intel on completion. That latter figure may actually scale as the campaign progresses, I can't remember for sure.
In short it is always better to do a rumor scan than intel scan at base, so long as you will see it to completion and don't just need the odd 8 or 10 intel to reach a goal.

Seriously bad luck though, that penalty is nightmarish. Best of luck getting out of the jam you're in!
ETA: Those figures I gave are my memory of vanilla, I'm fairly confident they are right there, but if you do have a mod that's playing with that stuff I can't promise it will be right.
only mods im running are the intel mod on firing shots, and reduced delays between turns
Generally speaking I usually have several pieces of datapads I can burn for INTEL. sell some stuff buy some scientists and burn the intel pads.
but yeah the main way to stay in INTEL is to get 20 INTEL a mission with the skullmine.
You should check your dark events for the double intel cost or if you haven't researched and/or built radio towers to reduce the contact cost though, because it shouldn't be due to anything from a mission. When you try to make contact you should be looking at a box that breaks down the cost, saying something like 80x1 for the cost times the distance to the nearest radio tower (80 is the legend cost, it's 40 on commander I think). 240 sounds like you're trying to double leapfrog, which is a super expensive way of doing it.
On the other hand I could be wrong, and you may already know all that. Seems worth checking though, on the off chance. If it's because of missing towers you should consider adjusting tactic to always build a tower instead of leapfrogging, it's way more resource effective.

What difficulty are you on? On legend it should cost 80 per new region contacted unless you have the double intel costs dark event active (which would make it 160).
What do you see if you bring up this screen on your hologlobe by clicking on the "make contact" thingy?

i mean im okay with restarting it was only like 5 missions and 1 "Make Contact" , cuz obviously somehow i got super screwed with the 240
i know i had the dark event one and i didnt have a radio tower up on the connecting to the region with the red contact
