Base building order in WOTC?
What should be my base building order in WOTC (Not using Alien Hunters nor Shen's last gift btw)

Also when do you guys think the workshop will be back up? Really wanna get some mods before starting this new campaign

Guerrilla Tactics School > Resistance Ring > either Resistance Relay or Infirmary, depending on what your immediate plans (and initial scanning and resistance faction options) are, then Power Relay, then whichever of the above you didn't build, then Training Center, then probably Proving Grounds. Or something like that.

then digging down to a power coil on teh 3rd lvl as prority with any engi

I won't detail when I build Coms or Power facilities. Those are to be built as needed, and various strategic layer rewards can encourage you to get them sooner or later. However, I do recommend that you try to rush one of your power conduits in the ship as fast as possible with your engineers. Generally, you'll want to build a Power facility on it, but the Psi Lab and Shadow Chamber are also good choices, especially if you get to them late and you already had to build one extra power-conduit.

Now, onto the 'Non-Upkeep' facilities.

GTS first, no exceptions barring mods. Then a Resistance Ring as soon as I can. After this, there's the Proving Grounds, Training School, Infirmary and Psi Labs, and those are a little more complicated.

Proving Grounds is a good early choice, so that you can start to work on your Ammo or Spider/EXO Suits. SPARKs are also good if you want one and can afford it.

Training School is less useful early on, when you don't have much in the realm of AP. However, if you've gotten a lot of high Intelligence soldiers, or if you've gotten some resistance orders that boost AP gain, an early purchase wouldn't be a terrible idea.

Infirmarys usefulness depends on the size of your army. If you've been able to keep them whole and healthy and numerous, then you can do well enough without the Infirmary. But if you're regularly running 'the leftovers' you'll want to get this sooner so that you can try to prevent running out of good soldiers when you need them the most.

Psi Labs take a while to pay off, so the sooner the better, but since they don't pay off immediately, it might not be worth the early investment. Psi Lab cost is at it's best if you've built your first power facility on top of a Power Conduit, and you've reached the second Power Conduit. A Psi-Lab training two soldiers at once gets more effective power out of the Conduit than a power facility would, but even with only one soldier, you're getting most of the benefit of building a power conduit on it.

Overall, I generally go for the Proving Ground first, then Training School, then Infirmary then Psi Lab. If you're really short on Elerium Cores at the time, then Proving Ground can probably wait unless you really want a SPARK. Infirmary should be bumped up if you've suffered from a squad wipe early on. If you're doing particularly well as you are (perhaps from Inspired Mag Weapons) then you might go for an early Psi Lab if you have a Power Conduit available and use the Psi Op (or two) to steam-roll. Remember, unlike your other soldiers, a Psi Op can gain experience without accumulating Fatigue.
My personal build goes somewthing like this GTS->INF->WS->PC->PG->RR/RC and i use this when 3 floor from the top center has power counduit the rest is pure optional also as far research go i do first three must research and then i go straight for magnetic weapons.
