Once you've built them from the Proving Grounds, that's it. It adds them to your inventory, and you can modify your soldier's loadout to change their armor. The game lets you do the proving ground project multiple times since you may want multiple suits.
It's the main armour types that you build once for the whole squad to be able to use, that should be shown as 'completed'.
Look in your inventory in the engineering section, if you think you have the armour built but can't find it, or make all armour available if you think it's on a particular soldier and you can't find it.
You don't research them in the Proving Ground. Once you researched Plated Armor, the EXO and Spider Suit projects becoe avaibale in the Proving Grounds. Finishing either of these projects will place one suit of that type in your inventory, and you can put it on a soldier via the Loadout screen in the Armory or at mission start. The WAR and Wrait aror work the same way, except you need to research Powered Armor to unlock them.
