I can see it on Specialists too as it retain the extra item slot and that's more important feature for them, but they don't have the damage-dealing skills that get boosted by flanking, etc (unless you roll something good on Training Center).
of course, dodge doesnt trigger on critical hits, so its not like you can just stand out in the open and be super tank.
It's like wraith/serpent armor but on steroids. It's the only armor from the DLC I actually use, and it'd be a waste on anyone else.
