That’s..... depressing to hear for a game like this even more so for a new playthrough with a new exspansion =(
WoW this makes Sense. I actually did the Covert Ops for the Soldier but if i recall correctly i didnt do the Mission because he was a private and i dont rescue Rookies. still have the Mission on the World Map but didnt bother with it cause it seemed like an waste of endurance for my soldiers to free a rookie :D
To be fair your question was legitimate. I'm reading your question in 2022 and the Covert Ops says Rescue sq Mox - doesn't say anything about unlocking faction... so yeh I did the same as you
