By the time it finishes construction, you will be able to get squad size I right away, and you REALLY need it.
Training center is hardly useful in very early game — you don't have high enough ranking soldier to actually train.
Training Center lets you retrain soldiers, unlock the XCOM abilities for vanilla classes and is needed to level up a bond between soldiers.
You will not be needing resistance ring until month 2, so you might as welll build it second.
And training center is just flat out useless until after your soldiers have gained at least a couple of ranks.
1. Its only useful if you have 3 more level 2 bond mates. Otherwise the investment is not worth it. You want one for your A,B,C team
2. Retrain is not really required if you played the game once already and you know the good picks from the bad ones.
3. Unlocking other character abilities (Again its nice to have a healer hacker combo) But i dump all my points into the Templar and Reaper. Because they are need to need to counter the chosen. The Will PCS goes to them as well because you want them to last the longest.
Here is my combo
Guerilla Tactics School --> Resistance Ring ---> Infirmary (You can swap the resistance ring and infirmary depending on the number of injuries).
I rush 2 area expansion for the first month (Unless its an engineer or Scientist). Squad Size I and Squad Size II should be rushed Asap along with Mag weapons.
Other characters have their own pool of ability points, if you don't have a training centre, you can't spend those on your templar or reaper. Across all your other characters that's a lot of unused resources after a few months.
It does depend exactly how long you have in mind for deferral though, of course.
