Where do you recruit soldiers now?

I can't find Resistance HQ anymore, other than the black market, not sure how I get new recruits.

You go to the armory and go "recruit". Aside from that you can do missions or ring missions (to recruit factions). But there aren't any "ranked" recruitable soldiers outside of black market.

The same as it was before, in your barracks in the avanger or whatever it's called. Where you can view your soldiers and everything. There you can recruit new soldiers if you got the coin. I'm fairly certain it was like that before as well.

You can get them from guerilla ops, covert ops, rumour scans or the black market. You can also still recruit rookies through the armory and then send them to the GTS to get squaddies, then send them on covert ops offering promotions, although there are probably better uses for those.
