Reaper use AP to get skills

Is that normal ? I mean normal soldiers gain a free skill while leveling and get some AP, my reaper had no free skill after leveling and had to use her AP to get a skill everytime... So even if she's a genius I have no AP left to buy other skills since I use all of them after I level up

yes the three faction classes all uses ap for all their skills

They're granted enough ap on levelup to get a skill. You're not wasting anything.

Faction soldiers get way more AP than non-Savant regular soldiers on levelups. It's just a more flexible way of leveling, you can e.g. skip Corporal and take 2 Sergeant skills instead.

Normal but a weird decision on firaxis' part. They could have just made everyone level the same way

They did in a way, only you have to go thru training center to use it for other classes
