New bar on soldier - Meaning?
I was dumb and opted out of the tutorial assuming there would be no new UI changes. What is the new bar under the soldier health bar? I am assuming its a moral or stealth counter

It's the will bar. If it gets too low they'll suffer negative consequences.

Is the "tutorial" different in WoTC? Or still the same Bradford/Jane Kelly mission where that 3rd soldier gets shot and killed?

That mission is still in but there is more after that.

Will is the stat that defines the size of the pool, Fatigue is what causes it to go down, and Tired is what happens when it runs out.

Is that pretty much a visual representation of a bar that causes panic when it reaches zero then? Or is it more complex?

A soldier with low will is more susceptible to psi attacks like mindspin and negative effects like panic. If it gets too low your soldier will be tired when you get back to the Avenger. If you go out to another mission with a tired soldier he will get a negative trait when he is back.

It's both kind of. Generally the bar shows the fatigue of a soldier, how tired he is. The more tired a soldier gets the lower his will gets so in some way it does represent the will as well. After a mission soldiers can show up as tired. They can still be used in missions, but they will have a big hit on their will, so you should rather have them sit out a mission or two or until they are fit again. This mechanic is so you are forced to have a bigger roster of soldiers and not rely on an A-Team you use for the whole campaign. If a soldiers tiredness goes into the red, I think they get shaken status or at least cannot be used until recovered.

I'm not sure what exactly makes them tired, if it is the amount of turns per mission or the actions they do. But generally, the longer a mission the more tired they get. So if you expect a mission to be long, only take soldiers which aren't tired for that to not run into problems with their low will.
