Technically due to this being a video game both of these classes are operting as DM due to ranges, but the sniper is much more of a classical sniper.
I find the Reaper way better as a sniper and as a medium range combatant.
I took 3 snipers to a retaliation mission, my reaper and ranger scouts ahead, while my snipers took everything out without ever being in danger themselves. Last spot goes to my specialist, always on heal duty.
Yes, the snipers are situational. Every situation. :)
Imo, the greatest mistake most people do is take mostly Sniper abilies. It worked really well in Xcom Enemy Unknown, but the majority of the Sniper abilities in this game are utter garbage. Yes Deadshot can do more damage, if you can afford the accuracy hit (which you may be able to with S.Scope and S.Perception), but Lightning Hands is so much better as it adds way more utility, and lets you move more while still dealing damage. Until you get the Chosen Sniper rifle, Quickdraw wins hands down for me over Death from Above, as that allows you three pistol shots in one turn with Lightning Hands as well (assuming you don't need to move first). Kill Zone is an alright skill, but you're still taking risky shots due to the overwatch aim penalty, and Faceoff can do some MASSIVE damage. Steady Hands is still better than Aim of course. The only mildly hard choice for Sharpshooters is the Colnel abilities, as both are really powerful. Serial is super good, especially if you have good line of sight on multiple enemies. On the other hand Fan Fire does a LOT of damage on a single target, and if used as your first action, does not end your turn, letting you have as many as 5 pistol shots on a single target (which you probably won't need), or whatever you need to do.
So yeah, there is no way in hell that Reapers are better than Sharpshootes in any way shape or form. Now if you used to use Stealth Rangers (which I never understood, as I always thought that was a complete waste of a perfectly good Ranger), then yeah, that is easily replaced by the far superior scouting of the Reaper. Obviously I'm not saying Reapers are bad or anything, just that if you think Sharpshooters are worthless for any reason, you need to try again.
