Report a translation problem
The "lair" just means it will show up in an alien avatar facility. After that it will show up randomly in missions until it's beaten.
Did they chopp off the hitpoints?
UPDATE: It does trigger a reaction in both cases, even if you're moving out of line of sight. The Templar's Amplify ability also triggers a reaction (even though it could be construed as non-aggressive). Fortunately a lucky repeater shot killed the ruler before I had to pay for what I learned.
1. They now only start appearing on Sabotage Facility missions and will only respawn on random missions IF you were unable to kill them then and there.
2. They only ever react to your every move IF they have LoS on your soldiers, so keep to their blind spots and you'll be set.
3. The no reactions on "Free" actions have been there since day one of Alien Rulers' launch.
