XCOM 2

Unable to customize, attitudes, clothing
So I saved some of my characters to the pool and edited the game file to have specific characters from the pool start with specific classes. I know I have to level them up before being allowed to chane attitude and tattooes, but they are Leutenant now and should be available to do this. Also, I have the predator armor and the men have many options (some are missing) while the women have none in regards to changing the skins (torso and legs). I have a bunch of mods installed. They have caused me trouble, but thanks to some of you here on the forums, I think I have them under control. Does anyone know if there are fixes to my new problems? Thanks.

Probably the easiest way, by removing the root of the problem.

Nope. Still not fixed. Can't change tattoos either. This is starting to get really lame. I've literally been trouble-shooting and starting new campaigns over and over again for about two weeks now. It's sad that this wonderful game is starting to be ruined for me.

Well, you did say you got other mods installed. Easiest way would be to disable all other mods and start the game unmodded (or only with the above linked mod).
Simple rule with mods: If it's an issue most people don't have, presume it's your mods. Even if you think it's not them, assume it is.
