It would be unrealistic (not to mention sexist) as women IRL wear the same body armor as men in all branches of law enforcement and the military.

Plus if they are To bulky Just use The Resistance warrior Armor It litterally uses t-Shirts in quite alot of the armor moddles
or the anarch children armors Which Litterally remove's armor all together and just has them have stuff to cover there chest
But you know Most people don't wanna buy the DLC Because they think it's not worth it
And you can hold that opinion
But i think it is worth it at least for more costamization options to make your soldiers more uniqe Especually if you don't want to use mods
Well check the modding community for customisation.
But the standard Xcom 2 kevlar and other armours are fine. they do show curves even if minimal
Infact those graphic designers were awesome, they could make bewbs if you wanted.
But they didn´t check the normal avenger clothings. or civilian clothings.
Or even anarchy childeren DLC. they could easily do that. but they kept it classy as ordered.
Infact most women dress up in military outfit or combat uniform do look like men.
It isn´t untill this ERA that everybody is fascinated with C or DD size (am guilty too can´t escape that brainwash)
Example in the napoleon ERA as flat as possible breast was the hype.
Just our ERA it is as big as possible... ah well every ERA has some fashion taste.
