Report a translation problem
Knocking out blacksites doesn't always only remove one pip. Blacksites can be worth different pips, and Avatar Progress dark events add more pips to active blacksites on the map.
Normally, you can see how many pips a blacksite is worth by looking under it, but this is currently bugged in the latest patch. However, this is a mod that fixes it on the steam workshop.
Besides knocking out blacksites, there are a few other ways to knock further progress off of the bar: Doing the campaign objectives.
Please also note that if there are no blacksites on the map, then the progress dark events will add the progress to the central pool (which can only be removed by completing campaign objectives).

Uh. there are ini files. the numbers are all in the ini files. they vary by difficulty, and you can change them if you want to change them.
I've changed mine unfortunately so i can't look them up for you.
