How to see my soldier's skills in combat?

Is there a way to see my soldier's skills in combat? All I see are icons and it's unclear what they do.

If you're referring to the icons in the Lower left, hover your mouse cursor over one of those icon's. After a short delay a description should pop up! If your skills don't show up there then they're on the bottom center screen UI cause they're an active ability.
